growth rate (Gr) = (Py1 - Py0) / Py1
as a percentage = (Gr x 100)%
example (Population of 2007) - (Population of 2000) / (Population of 2007) = Annual Growth Rate
Annual Growth Rate * 100% = Percent Annual Growth
