Given a sample size, the mean and standard deviation- is it possible to calculate a percentage?

Ok, so I am trying to understand a published scientific study. It says what the sample sizes are for each group and also provides the mean and standard deviation. Is there a way using the mean and standard deviation to find out exactly how many people in the sample size answered a certain way?Given a sample size, the mean and standard deviation- is it possible to calculate a percentage?
First off, the mean is the average of certain statistic like weight, height or anything else. For example, if the American population has an average weight of 180 lbs., that is the mean. Now, if the majority of the population(over 50%) of the population is within 20 lbs. (over or under) of the mean(180 lbs.), the standard deviation is 20 lbs. So, it really depends of the questions asked in the survey. If the survey asked for the subjects specific weight and the standard deviation was later found after calculation, then no. It is expressing variability and there is just that within the Standard deviation.
